the nipper with the dipper

I post this offensive phrase only because I suspect Google might not be indexing it. What are the odds that this once-common epithet appears nowhere on the Interwebs?

Update: Apparently I'm wrong, this page is found by the "search now", above. Maybe it wasn't common at all, perhaps it was nearly-unique to my mother's father, a well-traveled longtime Royal Army veteran.

More update: The search no longer finds this page. I again believe that google may be suppressing unsuitable search strings. Find no evil! It comes, it goes. I don't know what to think.

Still more update: The nipper with the dipper was, as I understand it, a feature of Japanese history in the days of agrarian rural society, an otherwise-impoverished individual who harvested communal latrines and sold the takings to land-holding farmers.
